Summary/Abstract: The article discusses the problem of boroughs as both a creator and beneficiary of property value in the light of current borough council set up in Poland. The paper focuses on its role as an active landlord of the ground, whose directed functions are the stimulation of local social-economic development, subordinate to the satisfactory needs of tenants.
