Summary/Abstract: In partnership with NGOs, the local government should implement most tasks itself. Because of the nature of its everyday activities, an NGO can be a valuable partner not only at performing its tasks but also at defining projects, creating local strategies and debating the conditions of the local community. In order for public entities to cooperate with NGOs, they must provide them with a position which is strong enough, so that both parties can become equal partners. According to the studies cited in this article, there is still a large discrepancy between the support which NGOs expect from the local government and what they actually receive.
