Summary/Abstract: The current context is full of continuous changes, flexibility, new challenges, a second major paradigm shift in the employee-employer relationship, changing consumer behaviors, increased demands of shareholders and partners, increased pressure, permanent need for results. In order to be able to talk about an efficient recruitment, training, development and motivation of human resources, whether we are talking about human resources in the state administration apparatus, or we are talking about human resources in privately owned companies, we must first talk about a quality management. Management is a controversial science, somewhere between experiment and art.
