Summary/Abstract: The article is an attempt to look at the problem of self-government and the self-government community through the prism of the values on which personalistic ethics is based. The author proves that the deepest sources of disturbances in the functioning of self-government communities and the cau-ses of problems in the implementation of their respective public tasks lie primarily in the underestimation or in the multiple devastations of the subjective dimension of self-government. It also claims that a particular challenge forall administrative entities is to base democratic authority, natural for self-governance, on the foundation of universal values that will not only protect self-government but which will, above all, ensure its vitality and development.
