Summary/Abstract: The concern that further partition of Albanian land in favour of Greece, after that it was done with the territories of the Nish Sanjak (Toplica) and the region of Podgorica which were annexed to Serbia and Montenegro, would cause a general uprising in natural Albania and would complicate the situation in the Balkans and Europe. Abdyl Frashëri and Mehmet Ali Vrioni opposed (confronted) it, in the name of the Albanian League of Prizren not to be implemented 13th Protocol of the Berlin Congress in favour of Greece, requiring the principle of nationality, recognised in all European countries. From all the required (pretended) areas by Greece over Albanian lands in Southern Albania, Greece annexed only the Albanian town of Arta with its region.
