SEVERAL THESES ON THE PROBLEMS OF EMPLOYMENT

Summary/Abstract: Employment, especially the employment of young people, is usually related to the employment policy, but in doing so, vocational training must be taken into account as an element which, to a large extent, has bearing on the solution of the problems of employment. In that respect, the author states that the question of the (financial) stimulation of vocational training is of particular significance. This stimulation cannot be reduced merely to the efforts of schools; but insists that it must consist of a system of measures. One of the more significant measures could be the conditioning of employment (the linking of employment) to the success in vocational training to a larger extent than so far. From the point of view of this problem as well as social needs In this field, a brief reference is made to the problem of the shortage of appropriately trained personnel, stressing the need for the stimulation of employment in the fields where the lack of personnel is most evident, as the solution to the problem. All this cannot be possible without a clearly defined employment policy and all the appropriate conditions (if not better) in those fields where the lack of skilled (trained) personnel is evident. It is also pointed to the significance and insufficient study of the importance of the „housing policy” (the policy of housing construction) in regard to employment. Further, the significance of research (innovations and inventions) is underlined, together with the problems which should be solved. The thesis on the significance of the „quality” (level) of skill or training for the increase in productivity and inventions — at the same time, for better employment — is elaborated. The conclusion deals with a summary of the problems touched upon in the text, emphasizing the significance of qualified vocational training, research and inventions, and their stimulation for better productivity and employment.
