Summary/Abstract: The relevance of preventive policies for promoting and encouraging employment has already been known at European level for decades. Moreover, the first guidelines on employment, approved within the extraordinary European Council for employment in 1997, highlighted the importance of creating new jobs and preventing unemployment. According to the European Union, the need to identify a new approach to the European Employment Strategy must also be pursued until the intervention of profound changes on the European labor market, related to both the particularities of the supply and the demand for work.
