Summary/Abstract: Ukraine's path to the European community, the dynamic development of international cooperation between our country and foreign countries in the economic, cultural, and informational fields provoke new threats and challenges that arise against the background of the intensification of cooperation between the Ukrainian criminal world and organized criminal groups in near and far abroad. The situation that has developed under the influence of civilizational, historical-political, cultural and economic factors sets new tasks for domestic criminology, actualizes issues related to the development of scientific and practical approaches to the analysis of problems caused by the development of transnational crime. The modern realities of the development of transnational crime claim that it has a fundamentally new quality, it is transformed not only into criminal organizations of various degrees of organizational complexity, number and degree of influence, but is also capable of forming quasi-state formations of criminal direction, which with the help of terrorist activities, on the basis of direct aggression, in close contact with foreign special services are trying to create whole regions where the law does not apply, but criminal morality and a criminal way of existence operate in all spheres of social relations. The fact that such a situation has developed in the center of Europe, in Ukraine, is the confirmation that the international community and the national system of state security have underestimated the geopolitical, economic, political, organizational and military potential of transnational crime, what has led to severe consequences on a global scale in the form of destruction the international security system, the loss of lives, the destruction of the political, social and economic system of Ukraine. The development of transnational crime in Ukraine and in the world at the beginning of the 21st century requires a detailed study of the criminogenic nature of modern transnational organized crime, its features, the scope of criminal activity and subjective composition, scientific substantiation of proposals for solving theoretical and practical security problems that arise in the process of fighting transnational crime in Ukraine and in other countries and regions of the world, which is the purpose of this article. It was established that the national policy aimed at countering transnational crime should be built on the ideology of social justice. Such policy should have a strong constitutional and legal basis. Combating transnational organized crime, which is characterized by a high level of danger, is one of Ukraine's main responsibilities to the international community and one of the priorities of the state's law enforcement agencies, and is a promising direction for their further reform.
