Summary/Abstract: The relation between the functionary administrating the activity of the administrative organ and the administrative organ in Yugoslavia is particularity featured by the character of the federal structure and the principle of self — management. Within this general framework, the administrating of the administrative organ features the limitation of hierarchical authority of the functionary'’as consequence of the responsibility for the realization of the official function of the administrative organ and the establishment of particular relations regarding the realization of self management rights of the employed. The right and authority of the functionary as the head of the administrative organ are essentially defined and limited by the inauguration of self-management rights in this field. For their part, the self-management rights of the employed are restricted by the nature of the activity the administrative organ as a state organ, practices. The employed in the administrative organ decide on a number of questions, particularity on the standards for the distribution of income, in full span of self-management rights. The functionary appears as a factor of general control of the legality of practicing the self-management rights, and in case of breach, can signal to the competent subject. In a number of other questions, when this is prescribed by law, the employed excercise their self-management rights in accordance with the functionary. As a general conclusion on the question of administrating of the federal administrative organs and federal administrative agencies in Yugoslavia, it can be said that functionary posseses the authority to administrate the activity of the organ (agency) in the amount in which his position is defined by the character of Yugoslav federalism and the framework of realizing the principle of legality and self-management.
