Summary/Abstract: The relationship between state administration and local government administration has changed significantly in Hungary over the past decade. Although the state administration has strong instruments at its disposal to supervise local government activities, it is clear from an analysis of practice that these instruments are only used to a limited extent by the actors. The transformation of the relationship is therefore not more significant in terms of organisational and supervisory tools, but in terms of the organisation of public services: the model of local government service organisation that prevailed from 1990 to 2010 has evolved after 2011 and 2012 into a centralised, state-centred model, where the role of local communities in the organisation of local services has been significantly reduced. These centralisation trends have been further reinforced by the consequences of the pandemic COVID-19 and the related administrative restructuring and reforms.
