The necessity of development of one modern global, complex and multilateral competency (or sum of competencies) is established through basic university education and different forms and opportunities for continuing education as a part of lifelong learning. The parameters of a modern pedagogical competency (instructive, methodological, technological, and related to the development of the meta skills for learning) are outlined. Different patterns of education, in the context of the new technology development, as well as sciences and approaches as the basis of their philosophy are commented: Education 1.0 (based on Pedagogy and pedagogical approach), Education 2.0 (based on Andragogy and andragogical approach), Education 3.0 (based on Heutagogy and paragogy, or peeragogy/ peertagogy and their approaches). They all explain 21st century education.
