Summary/Abstract: The study examines how the administrative sanction system has been affected by the epidemiological emergency caused by COVID-19. The starting point of the study is that the administrative sanction system has undergone a major transformation in recent years, which is reflected in the shift between objective and subjective sanctions, and in the fact that, under the Sanctions Act that entered into force on 1 January 2021, infringements are no longer - de jure - administrative sanctions. At the same time, from 2012 onwards, infringements have been shifted to criminal law and the number of proceedings has been declining slightly but steadily in recent years. The epidemic emergency has also affected these trends, breaking and reversing them, as the legislator has primarily used the application of the law on infringements to enforce the epidemic rules and only to a lesser extent objective sanctions, in order to ensure more effective enforcement. The paper presents the elements and theoretical background of these processes.
