Summary/Abstract: The legislator authorized the Government to legislate by Ordinance the establishment of a new public establishment to integrate the large seaports of Le Havre, Rouen and the autonomous port of Paris. A simple question comes to mind, how do you distinguish the legal entity "public entity" from the geographical concept of "port"? The answer to this question should allow a better understanding of the situation of the new large sea-river port in particular with regard to the Geneva Convention of December 9, 1923 on the International Status of Sea Ports, which is still in force. Furthermore, in case of silence or inaccuracy of the legislative or regulatory texts on certain aspects, do the provisions relating to major ports also automatically apply to the major river-sea port on the Seine axis?
