Summary/Abstract: Dumitru Șandru is a researcher at the Institute of History, A.D.Xenopol, Iași. The decree acted as a confiscation law against the wealthy landowners. The economic and social effects of the decree in rural communities are presented as a result of the political pressure against the virtual opponents of the Communist regime. Most of the documents quoted in the article were found in local State Archives.
