Summary/Abstract: The Grad Theatre City Budva summer festival is today considered one of the most important festivals in the region and an important segment of the cultural identity of the city of Budva. Created in a socialist system 36 years ago, the festival has left a significant mark on the cultural and artistic scene of the region in the past decades. The paper aims to shed light on the hectic process of the creation of the festival, the period of one year before the festival, and the first three years of the festival. It indicates the preliminary ideas, platform, and activities of the initiators and founders of the festival, the importance and role of personal configuration in the initiation of large social projects, and the configuration of interests of participants-partners in the creation process. The paper sheds light on the formation of the institutional framework for the implementation of the festival, the techniques used by the founders in gaining public support, and the key moments in the establishment of the festival.
