A CONTRIBUTION TO THE PHILOSOPHY OF PEACE

Summary/Abstract: Peace is undoubtedly one of the greatest values of mankind, and probably the highest one, since it is one of the necessary prerequisites for survival and development both of society and the individual. This is way the right to peace is emerging as a new idea. Along these lines, the General Assembly of the United Nations proclaimed the year of 1986 as the year of peace, while adopting the Declaration on the Right of Peoples to Peace. The science too contributes to eliminating of everything which could endanger the peace and creation of the spirit of peace. The Faculty of Law in Belgrade participates in that noble activity particularly by means of its reviews Arhiv za pravne i društvene nauke (Archives for Law and Social Sciences) and Anali Pravnog fakulteta u Beogradu (Annals of the Faculty of Law in Belgrade). Since the beginning of their publication these reviews contain articles covering various aspects of international peace and security. Thus, the first issue of the Archives (1906) contained a lecture by professor Quide under the title The Idea of Peace and the New International Law. The author of that article opted for a prohibition of war which, according to him, would become »a crime against legal order and against humanity«. The peace is not conceived as a mere absence of war or violence, but as.a dynamic experience which includes peaceful settlement of disputes, at the one hand, and various forms of cooperation, at the other. New philosophy of peace, based on mutual interdependence, is best expressed in the legal duty to settle economic, social and humanitarian problems, as a necessary prerequisite for achieving and ensuring peace (articles 55 and 56 of the United Nations Charter). The Faculty of Law in Belgrade can be proud of the fact that opinions and views published in its reviews are a component part of the consciousnesss of mankind, contributing in such a way to the creation of philosophy of peace.
