THE EVOLUTION OF CONCEPTION OF THE SUBJECT-MATTER OF ECONOMIC POLICY IN YUGOSLAVIA

Summary/Abstract: The topic of the present article relates to the evolution of conception of the subject-matter and character of economic policy, predominantly in the Yugoslav text book literature. The author begins with two essential factors helping to define the notion and subject-matter of economic policy, namely the first one which takes into account the position of economic policy within the system of economic science, and the second one, which takes into consideration the character of the socio-economic system within which that policy is implemented and has its effects. By analyzing the definitions of economic policy, both in the pre-war and in contemporary text books, the author concludes that they contain different approaches to the subject matter of economic policy, as well as to the-issue of influence of the socio-economic system in determining the components of that policy. In addition to using the text books as a source, the author quotes also the definitions of economic policy to be found in wider studies of economy, where economic policy is analyzed as a component part of the economics. The economic policy should be defined, according to the author, as an entirety composed of the following elements: goals, subjects and means.. Thus the relevant definition points at the role of the socio-economic system in the functionning of the entirety of the economic policy, first of all through influencing its goals and subjects. The goals are not determined only on the ground of economic, but also of political motives and interests, so that by means of their realisation, corresponding changes are achieved in the superstructure of society too. Qn the other hand, the economic (business) system, as an element of the socio-economic system, determines the subjects of economic policy through its institutional structure, while offering that feature only to some of the macro-economic subjects. Along these lines the significance is emphasized of the relationship between the subjects of economic policy and the basic economic (business) subjects. Finally, the author elaborates on the importance of the relationship between the economic policy and political economy, which through the laws of economic behaviour provides a basis to the economic policy for the choice of corresponding means in order to realize the relevant goals. On the ground of an analysis of the component parts of the entirety of economic policy, the author reaches a wider definition of its subject-matter, while endeavouring to point out at all crucial elements of functionning and of efficiency of the economic policy.
