TERRITORIAL AND PRODUCTION COMPLEXES IN THE USSR

Summary/Abstract: In spite of apparent rigidity of Soviet economic system, whose essential characteristics originate by the end of the thirties, many attempts at its adapting to new requirements of the planning and management technology and at developing new branch structures, have brought the Soviet system of planning on the even of „realignment", up to a rather high level in terms of science and methodology. Within the framework of limits of ideological and political character, this system of planning has developed a series of new planning institutes whose significance should not be evaluated only within the framework of that system. In other words, these institutes may be conceived also in relation to economic orders with different social organisation of labour. One of these new methods relates to the conception of territorial and production complexes, whose substance, liberated from some organisational and institutional elements emanating out of the entirety of the Soviet planning system, amounts to an important contemporary component of urban and country planning of any country. The following is reviewed in relation to the above: joint contents in the multidisciplinary approach to territorial and production complexes, as developed by the Academy of Sciences of the USSR; methodological secondary elements which are developed in other countries of Eastern and Western Europe, etc. The characteristics of regional planning by way of the territorial and production complexes are analyzed from the stanдрoints of law, science of management, economics, sociology and theory of culture.
