Summary/Abstract: Despite the works on legal characteristics of Turkish government system, less has been studied on the empirical characteristics of the system. This descriptive study aims to provide empirical data on the basic characteristics of Turkish governments at governmental and ministerial levels between 1923 and 2018. Within this context, data on the names, parties, duration in office and the parliamentary membership of 1915 ministers were analyzed using descriptive statistics, including number, percentage, mean and minimum-maximum values. Besides, eight ministries that prevailed in all 65 governments were analyzed. The findings showed that the type of government had a significant impact on the duration of governments and ministerial change. The findings of this study may be used to conduct comparative studies to explain the duration of governments and the length of ministerial tenure.
