Summary/Abstract: The RCP leadership used the Sino-Soviet conflict for the affirmation of national sovereignty and an independent foreign policy. The April 1964 Declaration, an authentic Charta of Romanian foreign policy, emphasized Romanian’s decision to avoid aligning to the position of a leading centre (USSR) and to affirm his national interests.
