Summary/Abstract: Until the mid 1990s, the European Union’s (EU) policies toward Central Asia had been limited to certain areas. Then the relations between the EU and regional states gained momentum. Having concentrated on democratization and liberal economic model in its relations with the regional states between 1996 and 2001, Brussels provided economic and technical assistance to them in areas such as economic reforms, instutionalization, and foreign investment. Specifically, the EU’s relations with the regional governments intensifed due to adoption of the Central Asia Strategy in 2002 and its periodical revision. This article focuses on the change in Brussels’ Central Asia policy within the context of strategy documents. It examines the EU’s changing regional strategies in this respect and attempts to understand Brussels’ policy in Central Asia as a result of these changes.
