Summary/Abstract: This article explains Kamal Khan’s dam and its role in Afghanistan’s water policy with Iran. This dam is one of the most important clauses that has particular value to Afghanistan politically, economically, security, socially and environmentally and also considered important to Iran. Iran, is the only user of Helmand River, the construction of Kamal Khan Dam has special effects that by completing and exploiting it, it loses much of its necessary water which has been used beyond the rights specified in the 1972 treaty
