Summary/Abstract: The research and development being performed in the context of the ongoing professionalisation of the social and health sector has revealed a number of problems that need to be addressed in the social and health care system. Enhanced life expectancy and the increase in the number of people aged over 80 years in the population has led to the fact that currently available institutional care capacity is unable to respond flexibly enough with respect to time and place. A further important issue concerns the neglecting of the needs of family carers, a fact that has been confirmed following an overview of the payment of the Care Allowance. A total of 349,700 instances of the Care Allowance were paid out in 2016 of which 252,300 allowance recipients did not receive support from registered social service providers, i.e. only 28% of allowance recipients received such support. Consequently, the family provides care in up to 72% of all cases.
