Summary/Abstract: The article describes an optional mode of analytical process used by recognizing the regional needs´ coverage through social services. Czech legislation anchors the duties of regional governments by planning extensity of social services in its territory but the ways of planning haven´t been described. So, the regional social services development plans are different. This wouldn´t be a problem if the regions according to the medium-term plans, did not claim to be eligible to finance this range to the state budget. The way of planning should have its own rules, which are discussed in this article in more detail. The specific way of analytics and planning approach made by the Research Institute of Labour and Social Affairs together with the Pardubice Region is published in this paper. Is it one of the outcome of a project funded by the Czech Technology Agency. The innovated methodology of analyses is based on the methodology of Socioklub (civic association) from the 1990s.
