Summary/Abstract: The article presents the results of part of the CESES „Effective solutions to extensive decision-making assignments in the public administration sector" project, namely the part that addresses the return of homeless people to housing. The study provides an analysis of the issue via the findings of focus groups and relationship framework creation methodology. The result consists of an overview of both the extent and complexity of the issue as well as the conviction that none of the partial approaches implemented to date are able to solve the extreme form of social anomie that is homelessness.
