Summary/Abstract: The Mediterranean region has always played an extremely important role in the foreign policies of European countries, especially those in the south of the continent. From the outset it has also been one of the major elements of the European integration process.1 This, after all, is a region where a host of cultures and religions live uneasily side by side, which is an interface between diverse political systems and cross-cutting wealth and poverty divides and a breeding ground of new conflicts. The sheer number of countries with disparate economic capabilities, variously advanced in the civilization sphere and plagued with serious social problems makes it a hotbed of dangerous tensions which could also impact the highly developed European Union member states bordering the northern shore. To this we should add the resource dependence of European countries on imports from the south and the mounting threats stemming from this region such as international terrorism, organized crime and illegal migration.
