Summary/Abstract: The organizational differences of the Romanian public administrations, after the creation of Romania by the Little Union, are removed by the adoption of the two laws: the law of 1/13 April 1864 concerning the creation of rural and urban municipalities and by the law of 2/14 April 1864 concerning the creation of departmental and communal councils; laws that have survived more or less modernizing changes for the Romanian state.
