Summary/Abstract: The authors describe the situation in the Slovak Republic, where Act No. 448/2008, on Social Services, as amended, which is founded on all the modern philosophical bases as well as the international commitments in this area of social protection, has been in effect since 2009. Although this act has undergone several fundamental amendments since 2009, a fair and sustainable social services financing system has not yet been established. This is not due merely to insufficient finances, but rather to the requirement that the system be fair in terms of the diverse living situations of those people who require social services intervention (not just those who are dependent on the assistance of another person); in terms of intergenerational relations and the needs of people of all ages (rather than predominantly the aged); and in terms of public support of the organisations providing social services (public and non-public social service providers as an approach to realistically fulfilling people's right to free choice of social services). The authors endeavour to mediate the framework, content and selected outcomes of public discourse on this topic, and to present deliberations on the possible way forward for social services policy, in particular social long-term care services.
