Summary/Abstract: The present international context, both legally and politically, imposes a very precautionary approach to global issues, especially regarding relations not object to specific national sovereignty. From European integration to the phenomenon of globalization, a new international approach to current matters has developed a specific legal response, under a form that we can identify as a “global administrative law”. But the ideas of international administration and governance have been present in the juridical scientific community for almost 150 years, serving as a purpose for both assuring the efficiency of international public services, and also to prevent conflict between states. As one of the creators of the fundamental concepts of the international vision on administrative law, Romanian Professor Paul Negulescu has shown that a branch of law oriented on the international aspects of a public service can only profit the individual, beyond national borders and jurisdictions, and even beyond the regulatory powers of the States.
