Summary/Abstract: The European Union is a unique political-normative system, fundamentally different from historical or present forms of government or international associations. Nonetheless, this Union has developed and implemented multiple strategies throughout its history. The European Council agrees on political directions and priorities. The European Commission independently develops the strategies from this.
