Summary/Abstract: This study aims to highlight some of the aspects of the new regulatory framework for public procurement, with special reference to the regulations on the exercise of discretionary power and abuse of power by the contracting authorities in awarding public procurement contracts, with special reference to the criteria "best value for money" and "the best value for cost".
