Enhancing safety and security in the implementation of police powers - use of phisical force and auxiliary devices

Summary/Abstract: Global developments also have an impact on everyday policing. Policing has an important place in protecting national security and preserving public order. It is characterized by a high workload, continuous change of conditions under which it is carried out, and a shortage of time. Additional powers have been granted to police officers to carry out their professional duties. One of them is the use of legal force against offenders - physical force, auxiliary tools and weapons. Police officers must use this power only in cases of "absolute necessity" and respect the inviolability of the person by preventing forms of violence such as torture, ill or degrading treatment or punishment. A decision to use force is always accompanied by a certain amount of psychological tension. The issue of potential liability from the use of force arises immediately before an incident. The safety of officers, offenders and all others involved in cases where are implemented police powers can be enhanced by, applicable legislation, technical support, quality recruitment and training of police officers.
