Summary/Abstract: Placing under custody and adopting are special administrative situations to which special administrative procedures will apply. The custodial procedure is initiated by the guardianship authority ex officio, and the procedure of adoption may also be initiated by the guardianship authority ex officio. Thus, both procedures are a special administrative procedure that implies specific rules of administrative procedure in the process of issuing an administrative act, which is an exception to the general administrative procedure.
