To achieve prosperity and political stability, governments aim to achieve economic equilibrium by using various instruments to stimulate economic growth, reduce unemployment and achieve macroeconomic objectives. (Civic A, 2013). When the government determines fiscal policy, it makes a preliminary assessment of a large number of factors, including the performance of key macroeconomic and financial variables and indicators, due to their impact on the amount of tax revenues collected that meet the needs of funding government programs (Karl E, et.al, 2013).
