STRATEGIC MANAGEMENT CHANGE IN LOCAL GOVERNMENTS: A SCORING MODEL WITHIN STRATEGIC PLANS

Summary/Abstract: In this study, the change in the strategic goals of local governments is discussed with a comparison over strategic plans. In the 2019 local election, Istanbul, Ankara, Adana, which are metropolitan municipalities where presidents from different political parties were elected according to the 2014 local elections, were included in the scope of the study. Again in the same period, 10 provincial municipalities, Zonguldak, Giresun, Erzincan, Amasya, Agri, Isparta, Kars, from which mayors belonging to different political parties were elected, were examined. As a method, the data obtained as a result of the comparison were digitized with calculation method. The strategic plans of the municipalities in 2014 and 2019, their preparation methods, vision, mission, values, strategic objectives, targets were compared and evaluated. As a result of the study, it was concluded that in the case of a mayor change in metropolitan municipalities, strategic management changes are higher than in provincial municipalities.
