Summary/Abstract: Bayburtlu Zihnî and Emin Hilmi Efendi lived in Trabzon in the middle of the XIXth century. Bayburtlu Zihnî had a madrasa education in Trabzon; he worked as a clerk, finance officer in this city. Emin Hilmi Efendi was born and raised in Trabzon; he worked in this city as a council clerk, council member, government treasurer. Bayburtlu Zihnî in his masnawi Sergüzeşt-nâme-i Zihnî and Emin Hilmi Efendi in his Dîvân, talked about the administrators of Trabzon at that time, the development activities in the city and the socio-economic changes there. Governor Mehmed Besim Pasha, Governor Ahmed Izzet Pasha and receiver general (defterdar) Çukadar-zâde Câzim Bey; are the leaders mentioned in these books. Bayburtlu Zihnî satirizes Çukadar-zâde Câzim Bey with a heavy language. This satire, which is accused him of immoral lifestyle, bribery, corruption and abuse of office, consists of 54 couplets. Governor Ahmed Izzet Pasha, on the other hand, is criticized in Sergüzeşt-nâme-i Zihni for being ineffective in the administration. Emin Hilmi Efendi presented an 18-couplet ode (kaside) to Çukadar-zâde Câzim Bey with the redif “Trabzon”. The poet praises the Governor Mehmed Besim Pasha in one couplet of this eulogy and the receiver general (defterdar) in another couplet. These two names are glorified with their services to the city in the eulogy. Based on the poems mentioned in the study, the contributions/damages of the administrators of Trabzon at that time to the city will be examined and the poets' views on state authority will be tried to be understood.
