Summary/Abstract: While trying to explain the concept of ittihad-ı Islam, close age Ottoman historical researchers have focused primarily on the fact that this concept originated with a political/ideological purpose as part of Abdulhamid's political maneuvers against the great powers of Europe - and most of all England- as part of his political maneuvers. Although this thought and analysis is correct, the content of the concept of Pan-Islamism, as used in the Islamic Union or western literature, has more meanings than this. First of all, ittihad-ı Islam, that is, the Islamic/Muslim Union, is a religious concept rather than a political/ideological one, and takes its reference point from the Qur'an. As a matter of fact, the muftis have explained the verse “Believers are only brothers ...” in the tenth verse of Surah Hujurat as an order (obligation) that Muslims should be one and together around the same country and ideal inside and out. The Islamic Religion does not accept decouples caused by differences in language, race, color and geography between self-believers. In this respect, the ittihad-ı Islam discourse, which is used in the sense of the unification of Muslims, is a message given by the emergence of Islam from the date of 610. The Famous orientalist C.H. Becker also makes a similar analysis in his article Panislamismus, saying that Panislamism is divided into Pan-Islamist thought and the Pan-Islamist movement, and that the first one has existed from the very beginning as a peer with Islam, and the second one appeared as a reflex of Muslims against the western threat in the nineteenth century.
