Summary/Abstract: Hierarchy, authority and responsibility and the delegation of authority and responsibility are the foundations on which modern management rests in every organization. A manager is a person who independently makes decisions and participates in the decision-making process at higher management levels, and the importance of decisions and the impact of decisions on associates and the organization as a whole derives from the scope of authority and responsibility of an individual manager. Authority is a legitimate power in a specific organizational context that can be exerted exclusively for the purpose of achieving the organizations goals. Authority is, therefore, a limited right to use the total potential of the organization, which is positioned at the workplace and not at the person. Without authority, ie. discretionary decision-making properly distributed and assigned to individual managers, organizational entities would not be able to function effectively in order to achieve the companys goals. The scope of authority determines the obligation to perform entrusted tasks in a satisfactory manner. In business organizations, it is standard that the amount of authority and responsibility is determined by the position on the hierarchical scale, and authority extends from the top to the bottom, while responsibility extends from the bottom to the top and are highest at the top of the pyramid. In the police organization, authority, and responsibility, and in accordance with the high degree of formalization of the organizational structure, are normatively formalized by a by-law legal act. Deciding and decision-making by the management in the police organization is determined by the degree of independence in work. The criterion of responsibility and authority for decision-making reflects the extent to which the tasks performed within the workplace have an impact on the performance of police tasks and tasks closely related to it, including responsibility for the performance of ones own tasks and responsibility related to the work of organizational subjects of the police organization.
