Summary/Abstract: Following the adoption of “A Secure Europe in a Better World”, or the so--called Solana Paper, at the European Council in Brussels on 12 December 2003, much attention has been given to the fact that there is now a common European Union Security Strategy (ESS), at least on paper. This development has received much praise as it increases the ability of the European Union (EU) as a foreign policy actor, especially in matters regarding to the European Security and Defence Policy (ESDP). Arguably even more interesting is that even before the document was adopted, part of the ESS existed in practice, such as the police and military missions in the Former Yugoslav Republic of Macedonia, Bosnia-Herzegovina, and the Democratic Republic of Congo (DRC).
