Summary/Abstract: The purpose of the article is to study the state policy performed by Ukraine over the state-owned circus system’s subjects during the last 30 years. The purpose is also to analyze the steps taken by the Ministry of Culture in order to reform the organizational and creative structure of the national circus, its attempts to change existing models of hierarchical structure and management, principles of state subsidizing, and taxation of circus enterprises, etc. Methodology. The historic-factual method is used in order to document the course of the government’s reform efforts, to reflect the dynamic of the transformations process. Comparative analysis of the legislative acts and their consequences is applied in order to analyse effectiveness of the the measures applied by the government. So, empiric methods are given priority because of the need to process archival data. Scientific novelty. For the first time in Ukraine the impact of the state policy performed during the last 30 years on the performance of the state-owned circus system is studied. The effectiveness and consequences of the state government's regulative invasion into the system are analyzed. Realizing of the state politics defects may contribute to optimisation of the circus system governing, which is the topic for the further studies. Conclusions. Low efficiency of the regulatory influence was detected and it is explained by the deficit of consistent and systemic approach, lagging behind modern requirements, misunderstanding of the circus system mechanisms, and declarative decisions. The lack of a special law on circus industry as well as a competent circus managers’ absence in the Ministry of Culture are significant facts. Probably, the ideas of centralised management and a single artistic conveyor reflect the only viable decision for the state circus system’s survival, but their implementation assumes some strong motivational mechanisms. And they have not yet been designed. At the same time, the government managed to save a property complex of the circus system almost fully, due to the ban on the circuses privatization (until recently) and due to the minimum but guaranteed funding. That does not ensure the stable development but provides the circus with a chance for the a better future.
