Summary/Abstract: Preventive medicine focuses mainly on the health of individuals in a community or group of the population as a defined social group. Because prevention was originally a concept related to public health, and referred to programs aimed at the population, which were coordinated by a health authority on the territory of a country, the population did not understand its role either. The research theme of this paper consists in the analysis of the reforms that have been implemented to protect the population.
