Summary/Abstract: This article presents some of the specific features characterizing the demographic situation determining the management of human resources in Bulgaria. Outlining the specific features implies a thorough analysis and consideration of opportunities to improve the demographic picture, as well as to assess the effectiveness of human resource management. An attempt has been made to present the peculiarities of the development of the demographic situation at the regional level by assessing and measuring the lost benefits and gaps in human resource management in the context of regional, demographic and national policy of the country. In addition, the author will try to review the factors influencing the opportunities for achieving regional economic growth, this process goes through the analysis of employment and unemployment problems in a regional context. The impact of the spread of the COVID-19 pandemic on the development of the regions and on the socio-economic development of the country as a whole must also be taken into account. It is definitely necessary to plan policies to increase employment and reduce unemployment, as well as to stimulate economic entities in order to achieve regional economic growth in the individual administrative-territorial units on the territory of the country.
