Summary/Abstract: French law is powerless in limiting emissions of greenhouse gases by merchant ships. The EU's Monitoring, Reporting and Verification of C02 emissions (MRV) system is based on the assumption that reliable information on GHG emissions must first be collected before undertaking any reduction measures. This postulate is questionable, but there is still hope that, some day, international and French law will lead large merchant ships to decrease their harmful emissions.
