Summary/Abstract: The ideas of nationalism that started with the French Revolution influenced the minorities in the Ottoman Empire in the 19th century. The political, economic and cultural rights granted to the non-Muslim people by The Imperial edict of Gülhane and The Edict of Reform have led these nations, which have lived peacefully and safely for centuries, to pursue independence. Armenians, living in Anatolian lands and known as "loyal nation" but who were under the influence of imperialist states and engaged in separatist activities, are one of them. Agop Kazazyan Pasha, who served as the Minister of Treasury and Finance in the first years of Abdülhamid the Second's accession to the throne, took office at the highest levels in the Ottoman bureaucracy with his talents at a time when Armenian resistance movements were on the agenda. In this study, the emergence of the Armenian issue and the approach of Armenian politicians to the process in the presence of Agop Kazazyan Pasha, who was a name close to the Sultan in the Ottoman Empire, will be discussed.
