Summary/Abstract: The role played by the quality of communication between institutions and local communities in the process of development is the central question of this paper. The theoretical ambition here is to offer an alternative to the current debate on the concept of development, namely, a definition of development in which communication takes the main place. The paper examines one particular consequence of employing such a perspective – the way community development and cultural heritage preservation in Romania are approached in a World Bank program.
