Summary/Abstract: The article examines the problem of functioning in the political culture and practice of Cossack Ukraine of the principles of free election of Cossack sergeants (starshyna)—from captains (sotnyk) to colonels and hetman inclusive. The traditional content of the concept of “free election” and temporal changes in its character, which occurred in the process of immanent political and social development of the Cossack Hetmanate, as well as under the influence of external factors are traced. In the context of external influences, the policy of the Russian state on the practice of electing power in an autonomous Cossack Hetmanate in relation to the imperial center is reconstructed in detail. There is a difference in the attitude of the Cossack community towards the administrators elected in accordance with the proper election procedures and appointed by the highest-level authorities. The issue of correlation between observance/restriction of the right of free election of Cossack sergeants and tendencies of preservation/narrowing of the rights of autonomy of the Hetmanate is touched upon.
