Summary/Abstract: The subject of consideration in the article is the cooperation of public institutions from rural municipalities undertaken with other social policy actors, its impact on the implementation of social innovations and the possibility of creating local social innovation systems. The results of quantitative research carried out (using the online survey technique) on a representative sample of rural municipalities were presented. The aim of the analysis was: to show the scale of cooperation of public institutions from rural municipalities with local social policy actors and its forms; to verify whether it distinguishes those public institutions that have implemented social innovation with other organisations; to indicate whether it can become the basis for creating local social innovation systems. The study shows that social innovations were implemented by about 17% of the public institutions. About half of them cooperated with another organisation in this respect, which was facilitated by their previous cooperation. Social innovations occurred not only in municipalities where cross-sectoral cooperation was previously present. However, it was the premise for creating an innovative environment. The long-term activity of this environment can influence the emergence of a local system of social innovation. However, the interpretation of the results of the study in the context of the literature indicates that the rural non-governmental organisations still are too weak to generate the emergence of these systems.
