Summary/Abstract: The problems, connected with the Bulgarian duties towards the Western countries after the Second World War, are not examined till now from the research workers, which puts the question of their documental study. For a long period, the Western democracies motivate their refusal to renew the regular exchange of goods with our country mostly because of the unpayed foreign debts. The establishment of the size and the way of payment of the Bulgarian obligation, which consists mainly of the pre-war state loans, loans from the clauses of the peace treaty and loans from the nationalization of the foreign property, proves to be painful process, continuing to the beginning of the 60’s. Financial claims towards Bulgaria halve Great Britain, France, Switzerland, Italy, Austria, Holland, Belgium, Sweden and USA. The present article follows only the relationship and the development of the negotiations with Great Britain, France and Switzerland. These countries conclude the first agreements about the disputable financial questions, as the debts towards them are the greatest. Besides, the principles in the agreements become the basis for the negotiations with the rest of the Western countries. The determination and the recognition of the foreign debt to each country is delayed, because of the bilateral co-ordination of the property pretentions. Government negotiations for the decision of the disputable financial questions begin in 1954. Characteristic for the negotiation is that the Western delegations from the beginning have claims for extraordinary big sums. Bulgaria, however, cannot pay them, because of the lack of regular trade relations with these countries and the lack of enough export and exchange currency. The comparatively steady position of the Bulgarian state in the course of the negotiations makes the Western governments agree on partial compensation. In the middle of the 50’s, the signed bilateral agreements do not arrange completely the obligations of Bulgaria towards the three states. Thus for example in the agreement with France explicitly is stated that the Bulgarian government is not liberated from eventual future claims from the French government or citizens. In the other two agreements, there are also some unsolved financial questions, relating to some components of the foreign debt.
