Summary/Abstract: The dismissing of the Third International in May – June 1943 gives reason to the Office of Strategic Services of the USA immediately to work out series of analyses about the character and the aims of the Soviet foreign policy, mainly in order to help president F. D. Rousvelt to present a position in the future conversations with J. V. Stalin about the American-Soviet relations. The two presented documents from 28th of May and 14th of July are found in the National Archive of USA and generalize the interpretations of Soviet citizens, close to the Embassy of the Soviet Union in Washington or of those, staying temporarily there and in New York, about the reasons which have provoked the ceasing of the activity of the Comintern. In the explanations a retrospective analysis is made on the Soviet foreign policy from the creation of the USSR till 1943. The contradictions among the leaders of the Soviet state are revealed about the concepts for realization of the policy, and among Stalin and the leaders of the International. Motives are given of the gradual transition to “nationalistic” policy after the several attempts for international isolation of the Soviet Union. The circumstances placing the USSR among the Great Powers are presented in details – a fact of a special importance in the post-war regulation of the interstate relations.
