Summary/Abstract: In 2021, the EU was facing known challenges – the pandemic, reconstruction, greening of the economy, and internal division concerning the rule of law. As far as health issues are concerned, Europe was on a path to claim victory, although with numerous casualties. The reconstruction programme had a relatively good start, although rising inflation rates were of substantial concern. The two most important processes have not produced visible changes yet, but the wheels have been turning all the time below the surface; both the conference on the future of Europe and the rule of law conflict will have long-lasting effects, which will probably become clear around the summer of 2022. In the conflict between the EU and the Polish government, avoiding a total clash has been more and more difficult; the Conference has been rolling nicely but its role was not clearly defined and the decision what to do with this transnational-civil-society-in-action exercise was not taken by member states.
